Generalities

Art.1 - “The Romanian Society of Computers and Information Technology – RSCIT” is a Romanian legal entity, based on free association, complying with the provisions of the Governmental Ordinance no. 26/2000 approved with amendments by Law no.246/2005 regarding associations and foundations, respectively, a free association of its members, a non-governmental body, non-profit, politically and institutionally independent, complying with Romanian legislation, the constituency guidelines and the present statute.

 

Art.2 – “ The Romanian Society of Computers and Information Technology –
RSCIT” has been created by free consensus of its founding members – mentioned in the enclosed appendix, part of the present statute; these members are individuals expressing their will to comply with the constituency guidelines and the association statute, their interest in promoting, supporting and developing the association’s activities, their financial support, as well as their active involvement in the events organised by the association.

 

Art.3 – The association activities take place according to the form and structure stated by the constituency guidelines and the present statute, benefiting from organisational, functional and financial freedom.

 

Art.4 – The name of the association is “The Romanian Society of Computers and Information Technology – RSCIT”.
The above name is to be mentioned on any official document, letter, publication issued by the association; also, this name is to be used vis-à-vis other organisations and / or institutions in the country and / or abroad.
“The Romanian Society of Computers and Information Technology – RSCIT” is, hereafter, the Association.

 

Art.5 – The location of the Association is Cluj-Napoca, 26-28 Gh.Baritiu Str., room M04, postal code 400027.
The location of the registered office may be changed to any other location complying with standing legislation. The Association may open branches and / or subsidiaries in the country and / or abroad complying with standing legislation.

 

Art.6 – The Association has been founded for an unstated duration, commencing with the date of acquiring legal personality, complying with Romanian laws.

 

Art.7 – Goal of the Association
The main goal pursued by the association is to manage the activity of its members in order to support and promote the development of computers and information technology; also, the association aims at representing the interests of its members vis-à-vis society, other bodies, institutions and / or authorities, as well as other natural or legal persons.
 
Art. 8 - Objectives

  • To draw and develop a unitary system of standards meant to evaluate and assess the quality of education and research in the field.
  • To produce statements, qualified viewpoints, prospects, documents related to definitions, clarifications and semantic taxonomies of computers and information technology.
  • To achieve active involvement in designing policies of developing education, research and society in the field of computers and information technology.
  • To forward initiatives, including legal ones, to provide services in any decision-making process and to react to any inaccurate decision.
  • To assess the quality of conferences, journals, publishing houses and books in the field.
  • To promote professionalism and competence in the field.
  • To publish “The Romanian Journal of Computers and Information Technology” as well as other publications (course books, monographs, proceedings etc.).
  • To co-ordinate the publication of journals.
  • To organise and co-ordinate national and international conferences.
  • To issue compatible proposals for harmonizing the infrastructure, organisation and contents of European and Euro-Atlantic computer education.
  • To promote value in the field by awarding prizes, private scholarships and other incentives resulting from the Association funds, sponsorships and collaboration with third parties.
  • To collaborate with similar organisations from the country and / or from abroad.
  • To encourage and promote individual and team initiatives meant to highlight the Association’s prestige.


Art. 9 – The initial capital of the Association has been 800 lei, paid by the founding members.
The funds of the Association, completing the initial patrimony, may originate from:

a) membership fees;
b) interests and dividends resulting from investing available sums under legal terms;
c) dividends of the commercial enterprises created by the Association;
d) revenues resulting from direct economic activities;
e) donations of Romanian and / or foreign natural and / or legal persons
f) inheritance;
g) sponsorships based on legal contracts;
h) funds provided by the state and / or legal authorities;
i) other legal financial resources.

The General Assembly of the association is appointed to determine the amount of membership fee, ways of payment and frequency.


The patrimony of the association, as distinct from each associated partner, will be used only to achieve and accomplish the goals and objectives of the association.


The association will issue annually the budget of income and expenditures and the accounting statement, complying with standing legislation.


The association has the right to open bank accounts in lei and hard currency, in the country and abroad.
To increase its funds, the association, by General Assembly decision, can establish commercial enterprises, according to Law no.31/1990, related exclusively to its main goal.

 

Art.10 – The association’s patrimony serves only its own purpose.
